What I meant to say is that we cannot arbitrarily and automatically create a viewbox on the assumption that the original file actually had a dpi of 90. Creating such a viewbox might be appropriate if the file actually originated in an older version of Inkscape, but it would be wrong if the file did not originate in Inkscape.
