indicator-network will expose this API in session bus:

service name: com.ubuntu.connectivity1
object name: /com/ubuntu/connectivity1/NetworkingStatus
interface: com.ubuntu.connectivity1.NetworkingStatus

the single interface will have two standard properties "Status" and "Limitations".
