I'd just like to note that while enabling and disabling plugins CAN provide this function, doing so is decidedly cumbersome. A simple way to toggle all such requests on and off would be much easier for affected users. That said, given that core itself no longer makes such requests, and that there has been virtually no activity on this bug, I don't think its a significant enough issue to worry about. It's also probably possible (albeit cumbersome) to do this as a plugin if so desired.
