It still is a little hard to determine which panels should be moved actually, because there can be several subkeys of /apps/panel/toplevels/. Specifying all the panel names on the command-line would be a little unpractical.

It would be quite useful as of the import/export functionality.

This could best be implemented as a plugin ... that'll require a plugin framework.
