* Updated to standards version 3.8.0
* Added a commented watch file (toshet upstream uses a distribution
  mechanism that cannot be meaningfully monitored)
* Fixed dpatch-missing-description lintian warning for 01_honor_CXX.dpatch
* debian/patches/04_toshset_man_page.dpatch: Fixed
  manpage-has-errors-from-man lintian warning (Removed pointless .hr)
* debian/patches/03_toshsat1800-irdasetup.dpatch: Include stdlib.h and
  string.h to fix compiler warnings.
* debian/rules: Do not use .bak, simply remove configure config.sub
  config.log confdefs.h in clean target
