* Generate archive file from orig directory for Debian source format 3
  and above.
* Allow ~ in directory names
* CPAN fixes:
   - update Standards-Version
   - recognize --directory option
   - use functions from CPAN::Shell instead of CPAN (Closes: #522704,
     thanks to Norbert Buchmuller <norbi@nix.hu> for the patch)
   - make removal of empty directory chain conditional
 - strip off directory for CPAN builds with existing subdirectory in
     debian directory
* Ignore comments in .dsc files
* Lintian fixes:
   - Add proper copyright to debian/copyright file.
   - Fix POD error in DebAux::Util.
   - Bump up Standards-Version.
