* Move /etc/startup.sh to /etc/smcroute/startup.sh where it is expected by
  the init script (closes: #782826). Also add postinst, postrm and preinst
  scripts invoking dpkg-maintscript-helper to correctly move any
  /etc/startup.sh modified by administrators.
* debian/rules: delete duplicate changelog file /usr/share/doc/smcroute/ChangeLog.gz
