Upgrade to a configobj package new enough to work

The older versions have various issues with unicode
and those versions seem to be pulled into epel so

 - 'primary' key is a boolean, when true, the 'gateways' key is to be used
 - a nic may not include a 'gateways' key
 - 'ips' list may include 'dhcp'
 - values in 'ips' are in CIDR notation, drop/ignore netmask values

Removes trailing dot in metadata.google.internal GCE metadata lookup.

A bug was reported (lp:1581200) where if there is no DNS server configured
or it is not running then the metadata lookup on GCE will fail as it contains a
trailing dot 'metadata.google.internal.'. As there is no DNS configured or
running it will use the /etc/hosts file but the hosts file does not contain
an entry with the trailing dot.

One solution is to add an entry to the /etc/hosts file with the trailing dot
but according to the manpage, /etc/hosts entries must end with an alphanumeric
character and cannot end with a dot.

The trailing dot was added to avoid MIM by dns search but we should probably
assume the instance being started has no DNS and as such when querying
metadata should use a URL that will resolve using /etc/hosts.

ConfigDrive: Add support for "bridge" link types

Openstack Mikata LinuxBridge mode emits links with type: bridge
which need conversion into network config bridge. This patch
creates the require keys and copies in any keys from network_data.json
that start with 'bridge'. It's unclear whether the OpenStack
LinuxBridge mode provides the ability to attach interfaces to the
bridge so we do not attempt to populate the key 'bridge_interfaces' with
a specific value at this time.

Ensure temporary 'hosts' file used for testing is deleted via addCleanup

While tearDown is not executed in case of errors raised during the setUp
phase while addCleanup is; this change updates test_util.py so that the
temporary 'hosts' file created to run some unit tests is deleted in
addCleanup instead of tearDown.

the goal here is to make a v2 datasources that are mroe aware of
network_config and can return a 'transfer' mode, taht basically
says "Yes, I'm the datasource you're looking for, but I need some network".

add check_instance_id checker support

now we call check_instance_id on the restored-from-cache datasource.
This allows it to make a quick response as to whether or not it
is stale.

Add the default implementation (which returns false).
Also add Nocloud iplmementation which checks kernel command line
and files for iid (does not check seed).

Fix unittests, improve and test Scaleway datasource

On Scaleway, the API returns HTTP/404 if a server doesn't have user data.

readurl has been modified in r1150 to return None when the API returns
HTTP/404. It is wrong, since the other datasources consider 404 as an error
that need to retry.

To handle the 404 for Scaleway, this commit uses the argument exception_cb of
readurl, and restores the old behaviour of readurl to fix unitests.

Also, some unittests have been added (yeyy 100% coverage!) and the Scaleway
datasource is more resilient to errors (local port alerady used, HTTP call
being rate limited).

userdata-handlers: python3-related fixes on do-not-process-this-part path

Cloud-init crashed when received multipart userdata object with
'application/octet-stream' part or some other 'application/*' part
except archived ones (x-gzip and friends). These parts are not
processed by cloud-init and result only in a message in the log.
We used some non-python3-friendly techniques while generating
this log message which was a reason for the crash.

explicitly disable ssh password auth in default config

In cloud images, sshd's PasswordAuthentication is not enabled.
So having the default be "no change" is ok there.

But in snappy, there is a user with known password, and only:
  #PasswordAuthentication yes
cloud-images have
  PasswordAuthentication no

Its better to expect the user to turn it on.

Also, the fix here is to allow setting to 'unchanged' explicitly
to make no change.

cc_set_admin_pass.py can set root passwd by using admin_pass field in meta_data.json.
This is convenient and necessary for chinese user, because they are accustomed to login linux with root.
if users want to use this module, they should add "- set_admin_pass" under the section "cloud_init_modules" in /etc/cloud/cloud.cfg

cloud.py and __init__.py are modified to fetch admin_pass from cloud object.

Update OpenNebula DataSource to the latest version

Now network interfaces are matched using MAC addresses instead of name,
this makes it work with the new interface naming scheme.

Also added support for IPv6, select interface for gateway, search domain
