Allow for long rabbitmq node names

In some environments, the call to socket.gethostname resolves to the
fqdn. This causes the charm to use the fqdn for the rabbit hostname,
but rabbit always uses the equivalent of `hostname -s` by default. The
charm already uses the results of socket.gethostname() in relation data
everywhere, and some users have applied a workaround of
RABBITMQ_USE_LONGNAME to the rabbitmq-env.conf file in order to allow
the nodes to start and the charm to manage it.

This change detects the scenario where the socket.gethostname() call
results in a name that contains a '.' and treats this as the long node
name scenario. It will detect this on the install hook and render the
necessary configuration files and restart the rabbit service to ensure
that the node specified by the fqdn is used. This allows for the charm
to manage the rabbit cluster in these particular scenarios.

What this change does not deal with, is the potential that the hostname
resolution can change from hostname to fqdn (or vice versa). This would
require that the node be gracefully renamed in the rabbitmq-cluster and
is a much bigger/more involved change. As the current charm makes
assumptions that the hostname is stable, this is left to future
enhancements for the charm.

Add consumer-timeout config option

Exposes the consumer timeout configuration value that was changed in the jammy
version of rabbitmq. The value used to default to unlimited, but was changed to
30 minutes. This causes clients to timeout for longer-running jobs.

This change doesn't alter the payload's default value, it override it only when
the user provides a value via juju config.

Add service user password rotation feature

This patch adds the service user rotation feature, which provides two
actions:

 - list-service-usernames
 - rotate-service-user-password

The first lists the possible usernames that can be rotated. The
second action rotates the service, and is tested via the func-test-pr.

Note: in order to get the patch to cherry-pick from master, some changes
had to be made to work with the older, focal, codebase.

Install python3-croniter for nrpe checks

Change ab79c3ee introduced the croniter library for interacting
with cron. However, the dependent package was not included in
a list of installation packages nor installed on the upgrade
path. This patch adds the python3-croniter package for upgrade
and installation paths to allow the nrpe checks to continue
to function.

Use shutil.move rather than os.rename

When the source and destination file paths are not on the same partition
os.rename raises OSError: [Errno 18] Invalid cross-device link.

Use shutil.move instead.

Update stable charms to use stable CH in test reqs

In our test-requirements.txt we often pull in charm-helpers. As stable and
master branches of charm-helpers diverge this can lead to testing failures
on the stable branch charms.

Update tests-requirements.txt to point to the stable branch of charm-helpers.
