Use SSL compatible service status check

Override the layer_ovn method used to check if services
are running so that we can use SSL connections instead
of netcat since the latter causes problems with
ovsdb-server due to connections not being closed
properly.

Add ovn cert nrpe check

Certs are root readable so we use a cron job to perform
the check and save state for an nrpe check to read and
send back to nagios.

[stable/20.03] Fix ovn-northd certificate reload workaround

The charm currently tries to reload the ovn-northd service, but
that is unfortunately not implemented by the init/systemd script.

Restart the service instead.

Note that this is a stable/20.03-only fix as this was fixed in
OVN upstream at 21.06 [0].

Update to build using charmcraft - 20.12 batch

Batch to add building by charmcraft for the ovn charms for the 20.12
batch. Supports just victoria and wallaby in gate.

Set default config for source to cloud:focal-wallaby

- also fix the test-requirements.txt to point to the stable/wallaby
  libraries.

Update build.lock for moved nrpe-external-master interface

The original repository for the npre-external-master repository was
removed and was re-uploaded [1]. This changed the commit hash for the
build.lock. This patch updates the commit hash to point to the head of
the new repository main branch as it hasn't changed since 2017.

Change default cluster election timeout

Based on feedback from the field we update the default value for
the cluster election timeout.

Also fix bug which would prohibit change of election timeout on
systems with OVN 2.12.
