Use charm specific job templates

The openstack-python3-ussuri-jobs template is running on noble (python
3.12) making the pep8 tox target fail due to the dependencies and
versions locked down by the charm.

This change makes the charm to use the
openstack-python3-charm-jobs-ussuri template which runs on focal and
it's owned by the openstack charms team.

For the coverage report, the openstack-cover-charm-jobs template is used
now which provides the same guarantees described earlier

Make the GPG validation keyring configurable

Add a new configuration option custom_keyring which allows the user to
provide a custom GPG keyring for validating the simplestreams source,
instead of the default /usr/share/keyrings/ubuntu-cloudimage-keyring.gpg

Pin tox to < 4.0.0

Tox 4.0.0 was recently released and it has several breaking changes.
We pin to < 4.0.0 here. We are planning to move forward only on the
master charm branches.

Tox is also pinned to < 4.0.0 for stable branches in upstream
openstack-zuul-jobs as well as in zosci-config. However, the
requires= section in the charm's tox.ini file ends up installing
tox>4, wiping out the zuul-pinned tox<4 that was already installed
installed. This patch fixes that.

Remove local apache2 install, rework use_swift

The functionality of use_swift where a local apache2 instance was set up
for metadata was deprecated for removal and this change actually removes
this. However, the option itself can still be used as an indicator
whether Swift is intended to be used for simplestreams metadata or not.
If the usage is explicitly requested, the charm but Swift endpoints are
not yet present, the charm will now will set the unit state to
maintenance in addition to local logging that was done previously.

Swift presence checking is now endpoint-based instead of being
service-based (no use for the case where endpoints are not set up while
the service is in the catalog).

The lack of swift presence is also ignored for the purposes of
generating proxy setting context - if the endpoint is not there there is
not point in trying to generate NO_PROXY rules for it.

This change also makes test bundles use ceph as a storage medium for
glance since out of space errors were encountered during testing as the
glance unit was running out of space for image storage.

Ensure ssl_ca is always installed to system certs

If an encoded SSL CA cert is provided via configuration ensure
it is installed to the system certificate store.

Add focal to list of default images to sync into glance. This
resolved zaza testing failures and ensures that all LTS releases
of Ubuntu are sync'ed by default.

Update stable charms to use stable CH in test reqs

In our test-requirements.txt we often pull in charm-helpers. As stable and
master branches of charm-helpers diverge this can lead to testing failures
on the stable branch charms.

Update tests-requirements.txt to point to the stable branch of charm-helpers.
