Support configuring a subset of bcache backing device sysfs values.

This change refactors the installed tune-bcache service to load a yaml
formatted config file located at:

          /etc/tune-bcache-config.yaml

The config file is maintained by the charm.

The following bcache backing device settings are now configurable:

- congested_read_threshold_us (0)
- congested_write_threshold_us (0)
- readahead (0)
- sequential_cutoff (0)
- writeback_percent (10)
- cache_mode (unmanaged)

Adding focal, reordering other series entries

as:

* LTSes, latest to oldest
* Non-LTSes, latest to oldest
