What Jelmer means in comment #7 is that you should branch from lp:bzr, and make your changes, commit and push (to eg lp:~/bzr/528254-gnu) and then propose merging that into lp:bzr.
lp:bzr is the original upstream branch and lp:ubuntu/bzr contains changes for packaging it in ubuntu.

I might tweak the phrasing a bit more because I think we should lead off with the most important bit; being a GNU project is important but probably less important to people reading the documentation than knowing just what it is.
