[regression][GLES] blur plugin does not build any more

Bug Description

Currently the blur plugin manages its own framebuffer objects and uses the old unsupported assembly shaders API, so it needs to be ported to GLSL

Very low priority. The blur plugin hasn't worked properly in a long time anyway. It's still quite broken in 12.04 too.

FWIW, it worked very well in 12.04 under e.g. XFCE. Under Unity, it didn't work at all.
