Dan, how would this work visually? Would dropping it anywhere make it add to a new playlist, or would a "New Playlist" item show up?

Okay, here's a proposal:

When starting a drag operation, add a "New Playlist" item in the sidebar that we can drag the file into. If the drag operation ends and that playlist is empty, remove it.

It sounds like it makes sense in my head at least :p
