lxc-destroy -f needs to lxc-wait, or use lxc-shutdown

Bug Description

When lxc-destroy is called with -f, it sometimes proceeds to attempting to delete the container before the container has truly stopped. It should either call lxc-shutdown -t 3, or do a 'lxc-wait -n lxc_name -s STOPPED' after the lxc-stop.
