incorrect owner '644' for /etc/bind/named.conf.options

Bug Description

$ ls -l /etc/bind/named.conf.options
-rw-r--r-- 1 644 bind 890 Apr 13 06:28 /etc/bind/named.conf.options

This used to be 'root:root'.

apparently, it's spelled 'chmod', not 'chown' :(
