Bug Description

quantum-linuxbridge-agent , quantum-openvswitch-agent , quantum-ryu-agent should be available in their own packages.

This patch generate the basic agents binaries packages. It's missing a default conf file (a plugin-common package could be generated to share the conf file between the plugin and the agent pkg). It's also missing an upstart script.

This makes Quantum both more useful, and easier to transition as Quantum evolves. The diff is simple, and can't easily be SRU'd IMO. FFe ACK.
