lens selection should work when clicking in the rectangle outside of the icon

Bug Description
Using unity 5.10 candidate, selecting a lens with the mouse in the dash is harder as it should and feels buggy because you have to click on the icon itself, clicking anywhere in the rectangle should work

I can confirm this issue on 5.8 as well. It gives a false illusion that you can click anywhere on the rectangle to choose that lens. Low priority bug .... needs fixing before final release
