Restarting rabbitmq-server from another package's postinst hangs the init script

Step to reproduce:
    apt-get -y install maas

This hangs on "initctl emit rabbitmq-server-running". According to a discussion in #ubuntu-devel yesterday, this is the wrong way to do it.

Bug 966269 is related: we need a way that works both when maas is installed from the installer as well as when installed later.

Workaround: run both "sudo initctl emit filesystem" and "sudo initctl emit net-device-up". Both are needed and both will hang. When the original emit is freed, the "emit filesystem" will continue to hang. But at least you'll have maas installed.
