Starting rabbitmq-server on installer stalls installation

Bug Description

When installating maas in the installer, we try to start the rabbitmq-daemon during install time (in installer) to be able to create user/vhost on rabbitmq.

However, when rabbitmq is being started, it stalls the installer.
