quantum-server 2012.1~rc1-0ubuntu2 fails to install

Bug Description

Fails to install, issues in postinst creating user. I believe the quantum user is being created before the quantum group + home directory.

It is also strange that quantum-server seems to have no dependency on any of the supporting packages (python-quantum, quantom-common) or anything else. Its only Depends is adduser.

    - debian/control: quantum-server depends on quantum-common.
    - debian/control: Add python-quantumclient dependency.
    - debian/upstart: Rename and update upstart job.
    - Fix typos in debian/quantum-common.postinst.
