More explicit Apache config file name

Bug Description

The Apache configuration file shipped in /etc/apache2/conf.d/ is called dashboard.conf. It should be explicit that it's the *OpenStack* dashboard. So I'd suggest we rename it to openstack-dashboard.conf.
