The Qt translation engine is not initialized

Bug Description
When running the control panel under a non-english locale, the panel is translated via gettext, but the standard system dialogs (like the file chooser) have to be translated by Qt's translation engine.
We are not initializing that translation engine, and that causes the standard dialogs to be untranslated, see file chooser in attached screenshot.
