Breadcrumb buttons are always the same size

Bug Description

Steps to reproduce:
 - Open System Settings.
 - Watching the All Settings button, open Mouse and Touchpad.
 - Note that the All Settings button has expanded to match the size of the Mouse and Touchpad breadcrumb.

The breadcrumb buttons appear to be inside a homogeneous box, leading to some strange, ugly behaviour.

not sure what gtk is doing, the GtkButtonBox used is not homogeneous no, check on the sound capplet for example, switching to gtkgrid fixes it though...

in fact it seems it was homogeneous but I'm hitting another bug with translated labels
