Missing files to be installed by NetworkManager binary packages

Bug Description

From the last NM build log:

dh_install: usr/include/libnm-glib/nm-vpn-enum-types.h exists in debian/tmp but is not installed to anywhere
dh_install: usr/include/libnm-glib/nm-glib-enum-types.h exists in debian/tmp but is not installed to anywhere
dh_install: usr/include/NetworkManager/nm-utils-enum-types.h exists in debian/tmp but is not installed to anywhere

These files are actually needed at least to build nm-applet, and should be added to libnm-glib-vpn-dev, libnm-glib-dev, and libnm-util-dev respectively.

Furthermore, there are other files listed in the build log as caught by dh_install --list-missing; to avoid such an issue in the future (but maybe such changes are less applicable post-freeze), dh_install should fail the build and the extra files found by it should be outright removed. This is covered in bug 934503.
