Bug Description
bzr1959
1. Login to Ubuntu
2. start terminal
3. minimize terminal
4. raise terminal by clicking its icons in the launcher.
What happens:
see video.
As a plus point after this issue the minimize button wont do anything either.

Also note that this is not an issue with r1946 started just after that, probably r1948 is related.
