New tooltips are sometimes empty

Bug Description
Running unity r1940 from the staging ppa, sometimes the launcher tooltips are empty, it's especially easy to trigger in workspaces overview view (i.e click on the launchpad switcher icon and mouseover your launcher for a bit, you will get tooltips without a label easily)
That's on intel i5 video if that makes any difference

steps to reproduce:
1. right click on chromium's quicklist (it can be any app)
2. now right click on terminal's quicklist without closing chromium's (again can be any app)
