[regression] compiz fails to pass through <modifier>+<key> events to apps if a plugin is bound to just <modifier>

Bug Description
TESTCASE:
1. Set some plugin action to respond to just the Control key.
2. Open a terminal and hit Control+C slowly.
Expected behaviour: Several lines in the terminal showing ^C and the plugin is also triggered.
Observed behaviour: Only the plugin is triggered. The terminal never receives or displays "^C".
This appears to be a recent unreleased regression in lp:compiz-core. Oneiric does not have the bug.
