Bug Description

E3 keystone no longer returns a tenant description in it's JSON response if the field is empty. This breaks numerous things in the syspanel.tenants panel.

    Tenant description no longer raises an exception if missing. Fixes bug 922301.

    Removes a useless API wrapper class, and a set of tests which tested nothing.
