It's a bit strange, considering milestone-proposed builds were all successful (!?):

Another data point: milestone-proposed use packaging revision 50 and trunk used packaging revision 51 (!?)

So the issue might live somewhere in:

Hrm. In rev51 tests fail, but are conveniently | true-ed

The failure is actually due to the addition of swift-oldies and swift-orphans, in combination with the use of dh_install --fail-missing :

dh_install --fail-missing --sourcedir=debian/tmp
dh_install: usr/bin/swift-oldies exists in debian/tmp but is not installed to anywhere
dh_install: usr/bin/swift-orphans exists in debian/tmp but is not installed to anywhere
dh_install: missing files, aborting
make[1]: *** [override_dh_install] Error 2
