init-bottom/23networking causes 2 minute delay

Bug Description

Caspers initrd script init-bottom/23networking has a piece which causes a couple of, possibly non-existant interfaces to be added to /etc/network/interfaces if NetworkManager is not installed, regardless of whether they actually exist or not.

Writing non-existant interfaces to that file, on the other hand, delays the boot through the failsafe.conf upstart job for about 2 minutes, which lives unless shut down due to notice by the static-network-up event.
