Starting with Precise, the heartbeat strobe on LED1 no longer functions on panda

the heartbeat is available as a module (ledtrig_heartbeat) but i agree it's nice to have it built-in, so i'll pull in.

This bug was fixed in the package linux-ti-omap4 - 3.2.0-1407.9
