TEST CASE:
- this only happens on a system with broken dependencies so that "apt-get dist-upgrade" throws a error. a regression check should be enough here.

Confirmed - I also get problem when opening "skype-ubuntu_2.2.0.35-1_amd64".
After retrying 1-2 times I can successfully install it.

This happened to me after trying to install the asus webstorage remote drive deb downloaded from asus. I did get a warning that the deb didn't contain the installed size field which was required, so the package was of poor quality, but it let me continue with the install.

The deb I got was in this zip file:
http://content.asuswebstorage.com/asuswebstorage/ubuntu_i386Asus_webstorage2.0.14beta.zip

Note the deb was i386 and had a depends on fuse-utils:i386 that was not installable. I am on amd64

For me this happened after using update-manager -d to upgrade to the 12.04 beta, on a stock xubuntu-amd64 which has had ia32-libs installed for binary compatibility with the Android SDK (but otherwise nothing particularly atypical).

Setting to verificatin-done on the grounds that I run this on my box since the it is in -proposed and could not find any regressions. Plus I did a testrun in a clean VM and couldn't find any regressions there either.
