Bug Description

This is happenening in menu layout - when you click new launcher the new launcher window should come into focus, but it stays behind the current window. My apologies if this is a duplicate.

I suggest raising the priority on this, when using an any sized menu editor on Compiz or a maximized menu editor on metacity it appears directly behind the menu editor window.
