no link to download branch tarball within the main lp ui

Bug Description

Post bug 240580 you can download a tarball of the contents of one revision from a branch. But this is not linked from the main lp ui; it might be useful if it was, on the project or branch page.

<http://code.launchpad.net/bzr> is a bit messy so perhaps this should be done with some consideration of cleaning up that page.

The URL is, for example, <http://bazaar.launchpad.net/+branch/python-fixtures/tarball/42> or <http://bazaar.launchpad.net/+branch/python-fixtures/tarball> so the webapp can fairly easily just synthesize this, given the branch and the revision (if any) it wants.

The open questions are:
 * which pages should this be on
 * where should it be on the page
 * what should it be called
 * what should it look like

After discussion with Huw (thanks) the current plan is:

On the branch list page (eg https://code.launchpad.net/loggerhead), clean up the above-the-table text by:
 * get rid of the counters
 * move the 'active reviews', 'browse the source code' and 'downloads' link into the portlets/menu
 * change the first sentence, about how to get the branch, to be consistent with what's shown on <https://code.launchpad.net/~loggerhead-team/loggerhead/trunk-rich>

On the webapp branch page:
 * add bold "download a tarball" within the body?

No links from the project main page, because people are probably better off getting an official release or a branch.

I may not have been clear, but I think the 'browse the source code' link on the branch list page should still be in the body of the page (again, consistent with https://code.launchpad.net/~loggerhead-team/loggerhead/trunk-rich).
