preseeded install with encrypted .Private results in no write access to $HOME

Bug Description

Trying to set up netboot preseeding with cobbler, and tested installation with an encrypted Private directory, but the home directory permissions are set without any write access by the owner..

Another issue (could be related to the above) is that even if I fix the permissions, mounting the ecryptfs share fails with ecryptfs-mount-private saying that the "encrypted private directory is not setup correctly".

This is easy to reproduce by running 'adduser --disable-password --encrypt-home foo'.

meh, it's by design that way, so that the user doesn't accidentally write unencrypted data to $HOME, the permissions are corrected when the crypted share is mounted.
