Bug Description

Way to reproduce:
1) Generate a random graph with no egdes
2) Try to open the Edge Weight filter

Stack trace:
java.lang.NullPointerException
 at org.gephi.filters.plugin.edge.EdgeWeightBuilder$EdgeWeightFilter.getValues(EdgeWeightBuilder.java:134)
 at org.gephi.ui.filters.plugin.graph.RangePanel$1.run(RangePanel.java:79)
