Bug Description

BugTaskIncompleteMigrator blows up when it runs into a task that is Incomplete but never transitioned to Incomplete -- a bug that was filed as Incomplete and never moved. There are ~5 such tasks on production, eg. https://bugs.launchpad.net/mixxx/+bug/791668, OOPS-2106REPORTIFSEEN443
