Bug Description
Similar to other ISD projects, we need to be able to run schema updates as a different user to the one we connect to to run the application. In other words, we'd run schema updates as the DB owner, but would have a regular DB user to connect for the application. For this to work, we need a way of granting that user the correct permissions during schema updates.

We have added pg_tools to the awstrial app. This should allow IS to do DB schema updates as a different user.
