python-testtools doesn't install on systems with Python 2.4

Bug Description

I tried installing python-testtools from the testing-cabal PPA:

Setting up python-testtools (0.9.11+bzr228~ppa32~oneiric1) ...
Compiling /usr/lib/python2.4/site-packages/testtools/tests/test_with_with.py ...
  File "/usr/lib/python2.4/site-packages/testtools/tests/test_with_with.py", line 21
    with ExpectedException(ValueError, 'tes.'):
                         ^
SyntaxError: invalid syntax

pycentral: pycentral pkginstall: error byte-compiling files (42)
pycentral pkginstall: error byte-compiling files (42)
dpkg: error processing python-testtools (--configure):
 subprocess installed post-installation script returned error exit status 1
dpkg: dependency problems prevent configuration of python-fixtures:
 python-fixtures depends on python-testtools (>= 0.9.11); however:
  Package python-testtools is not configured yet.

The package probably shouldn't install the tests.

This bug was fixed in the package python-testtools - 0.9.14-2

  * Add python3-testtools package.
  * Migrate to debhelper 7, for easier packaging for Python3.
