Give users up/down sync speed suggestions

Bug Description

Most people don't know what "Kilobits per second" means so they have no idea how the numbers change their sync speed rate. A better approach would be to give the user suggestions of what is a fast rate and what is a slow rate. Attached is an example from the Google Music sync application.
