Bug Description
Starting with Oneiric, cloud-images have byobu turned on by default.
If a user boots the cloud images in KVM, the initialization is _very slow_, i.e take between two and five minutes for the screen to become usable.
Repo Steps:
1. Grab latest cloud image from http://
2. Change boot options so that "console=ttys0" is removed and add "ds=nocloud ubuntu-pass=ubuntu"
3. Hit control-X to boot.
4. See byobu take a long time to finish initialization

- fix detection of updates, which only worked when there were security
updates

- the wget --timeout=1 was not working as desired, without the --tries=1
option too; so local boots of ubuntu ec2 images that don't have a
working metadata service might take several minutes for byobu to start
while that wget tries repeatedly to reach the metadata service;
