greeter-hide-users has no effect

Bug Description

I added "greeter-hide-users=true" to my file "/etc/lightdm/lightdm.conf" in order to hide all users when we're prompted for login. However, it has no effect. Users are still listed and visible.

Here's what the file contains:

[SeatDefaults]
greeter-session=unity-greeter
greeter-hide-users=true
allow-guest=false

Reassigning to unity-greeter, as this hint is not used by this greeter. The lightdm-gtk-greeter does use this hint.
