fwts: mpcheck incorrectly checks Local APIC IDs

Bug Description

fwts: local CPU APIC IDs have to be unique, and not necessarily sequential, where as fwts checks for sequential numbering. Also, local IO APIC IDs don't have to be sequential. See spec: http://download.intel.com/design/pentium/datashts/24201606.pdf sections 4.3.1 and 4.3.3
