Make GSettings Schemas compile optional

Bug Description

In a sandboxed environment (like the Gentoo ebuild system) GSettings compilation fails. The attached patch makes compilation optional such that it can be disabled when needed. Actually the current patch makes the option default to the value of GSETTINGS_LOCALINSTALL, i.e. if installed locally it will compile, otherwise not (if GSETTINGS_COMPILE is not enabled).

Attached patch uses GSettings module instead of having everything in CMakeLists.txt The module provides optional compile and local installation.

I don't think it needs any review because it seems to work fine in other projects (bug 831608, bug 839781).
Somebody with ~elementary-pantheon membership should just apply this patch.
