[panel] Glitch: application menus are quickly opened after a drag gesture

Bug Description
Reproduced in Oneiric.
Please follow the instructions very carefully, or the bug won't appear. :-)
- Open any application which has a menu (we'll use Firefox in this example)
- Move the mouse to the panel, to expose the menu bar
- Click on the File menu and, without releasing the button, move the pointer to the Tools menu item (as if you were dragging the File menu)
- Release the mouse button, being very careful not to move the mouse pointer afterwards
- Click
Expected outcome: the Tools menu opens.
Actual outcome: the File menu is quickly opened and closed before the Tools menu opens.
