[launcher] Bottom gradient appears too early

Bug Description
(observed with the latest version of trunk (lp:unity-2d) on natty)
Steps to reproduce:
- make sure you have less tiles in the launcher than can fit in the vertical space available (excluding the trash at the bottom), there should a good empty space between the bottom of the last tile and the top of the trash tile
- click and hold on the launcher and start dragging downwards
Expected result: the bottom gradient doesn’t start appearing until the last tile is partially hidden.
Current result: the bottom gradient appears as soon as the list is dragged downwards, even though the entire list is visible.
