Bluetooth appears enabled in the panel when hardware is disabled

Bug Description

My Acer Aspire 1810TZ has a hardware switch to disable bluetooth. When I boot with Bluetooth turned off it appears as if it is on in the panel and I have the option to disable. When I open bluetooth preferences it correctly tells me bluetooth is off. It should appear disabled when I boot.

It will be good if you can attach the apport-collected logs (with the command `sudo apport-collect 822705`

This is reported against an old version of Ubuntu and many things has changed since then. Because of that we won't fix this issue however if this behavior repeats on a modern version please fill a bug report against it and we will take it from there.
