use ext4 as default fs with btrfs coming second

Bug Description

on linaro-dev there was discussion about using btrfs and ext4 as our default filesystems and making ext3 obsolete:

This bug is about making this happen and ensuring that rootfs and kernel have what is needed for btrfs/ext4 installed by default.

i think the switch of default filesystem justifies a headline and as such a blueprint. Please create one accordingly for 11.08 or .09

The 2nd part of this bug about enabling btrfs isn't fixed:
* btrfs-tools isn't available on the images, LP:837301 reported
* btrfs enabled into our kernels?

topic somewhere else. I still consider it very important to fix brtfs out of
the box experience for all our images and since my memory of talking about
this dates back to really early this year (like feb or mar) i want to close
this down this month if possible at all.
